14. Miami Heat

The Miami Heat has been playing better as of late but there are still real questions surrounding this team moving forward this season and into next year. The good news is that this team still looks like a playoff team and it would be quite surprising if they didn’t finish the season in the top 8 in the East

The bad news is that they have to make some serious decisions on several of their rotation players. and I’m not sure if the front office even knows what they’re going to do yet.

13. Toronto Raptors

The Toronto Raptors are another Eastern Conference playoff team from last season that got off to a terrible start. However, they have been playing much better as of late as they’ve adjusted to their personnel this season (after losing two key pieces of their frontcourt).

The Raptors are likely not going to make much noise in the playoffs and could potentially even trade Kyle Lowry at the NBA trade deadline. Toronto is still a move or two away from being a true contender in the East once again, however.
