16. Toronto Raptors

The Toronto Raptors are another team in the Eastern Conference that many expect to make a jump. However, the one flawed part of that thinking is that it will likely depend on Scottie Barnes and his development.

The reason why that could be a problem is the fact that young players tend to struggle during the second season. Does that mean Barnes will? No, not by any means. Though, if he does, it could delay the Raptors’ rise in the East – just look at what this team was like in the playoffs when Barnes was hobbled/out.

15. New Orleans Pelicans

I believe that the New Orleans Pelicans could replicate the success that we saw from the Minnesota Timberwolves last season. They will have momentum from last season and the return of Zion Williamson should be enough to help boost this team.
