10. Elfrid Payton, Phoenix Suns

Stats: 12.7 points, 6.2 assists, 4.3 rebounds

Elfrid Payton is going to be an interesting restricted free agent to keep an eye on. Before being traded from the Orlando Magic to the Phoenix Suns at the NBA Trade Deadline for a bag of marbles (technically, a second-round pick), he was actually have quite a nice season with the Magic.

During that impressive first half, Payton was averaging 13 points, four rebounds and six assists. He was also shooting a 52 percent from the field and 37 percent from 3-point range – both career highs.

I’m not exactly sure what Payton is going to command on the open market, but taking a flier on him might not be the worst move for any rebuilding franchise.
