30. Houston Rockets

Even though the Houston Rockets are having a season to forget and arguably one of the worst seasons in their franchise is history, the team is about to enter an offseason that will dictate the future of their franchise.

Despite the team be ranked dead-last at the end of the season power rankings, there are in a position where they can make strides as they begin what many believe will be a long rebuild.

29. Oklahoma City Thunder

The Oklahoma City Thunder, much like the Rockets, are in the midst of one of their worst seasons in franchise history. That said, there are encouraging signs for the team moving forward. And heading into the offseason, and specifically the NBA draft, OKC will be in a position where they could really improve the roster ahead of next year.

Can they push the right buttons, however?
