28. Cleveland Cavaliers (19-55)

Even though Kevin Love missed nearly the entire season for the Cleveland Cavaliers, I believe it’s safe to say that the Cavs performed a bit better than their roster should indicate. Taking Love away, this is a terrible on paper team.

However, they’ll probably win 22-23 games and won’t finish with the worst record in the NBA. I suppose that’s a win to a certain extent. With a little luck at the NBA Draft Lottery, and they’ve had a ton of it in the last decade-plus, the Cavs could right the ship and potentially be a factor in the Eastern Conference once again.

With that said, this team still very much has some big decisions – and deals – to make. The hope is that this team could land a real franchise player at the draft, and thankfully there might be three at the top.
