15. Toronto Raptors

Starting Five: Kyle Lowry, DeMar DeRozan, DeMarre Carroll, Patrick Patterson, Jonas Valanciunas 

Starting Five Rating: 17

The Toronto Raptors were not only swept out of the playoffs by the Washington Wizards, but they were embarrassed and exposed. In response, the Raptors signed DeMarre Carroll this offseason, which will help with their toughness and give the a defensive wing player that they didn’t have.

Unfortunately, they still lack depth up front and even though they locked up Jonas Valanciunas for the foreseeable future, they still lack a stretch four for him to play beside.

The Raptors have talent enough to be a top-4 team in the Eastern Conference, they’re still missing that one ingredient that makes them a serious contender though.
